Public:  The law is to be publically read and taught to remind the people of the law and that is to be observed.

    • "And on the second day were gathered together the chief of the fathers of all the people, the priests, and the Levites, unto Ezra the scribe, even to understand the words of the law.  And they found written in the law which YHVH had commanded by Moses, that the children of Israel should dwell in booths in the feast of the seventh month:"

    • "And after the reading of the law and the prophets the rulers of the synagogue sent unto them, saying, Ye men and brethren, if ye have any word of exhortation for the people, say on."
